"Baroness Ruth Deech, the first independent adjudicator, is particurlarly concerned that the reluctance of some universities to deal with complaints is prompting students to turn to lawyers to resolve their grievances. As students and their parents become ever more determined to get value for money, particularly with top-up fees looming this autumn, Deech believes a campus ombudsman - or obmuds, as they are known in the US - could be an idea worth pursuing in the UK."
